just got some steel wheels off the ebay for my 116 but they had been sitting outside for a while and have rusted. 2 have just surface rust and the 2 others I'm not so sure about- I'm thinking these are probably only good for the skip but thought I'd get some opinions before I chuck 'em...

Hard to tell from the photos. Often surface rust looks bad but is actually ok. Wheels are pretty tough things as they sit day in day out with corrosive substances like salt and brake dust on them.
Have a crack with a wire brush on a drill - you'll probably find that under the rust, they are fine.

Probably don't look much worse than the spare wheel lurking under the cover in most boots.

If you can find a local sandblasting company, have them have a look as they will be able to advise you if they will clean up. I had my old Land Rover wheels shot blasted and they came up perfect.

I wouldn't chance them. The rust appears too bad. If it has penetrated welds between the central disk and the outer rim you are asking for trouble.

One of the dangers with sand or shot blasting is that some rust can become trapped in a deep hole and the surrounding metal is peened over it , out of sight for now, but the rust can come back, I know that for most jobs it is an easier option saving hour of work, very much so on things like wheels, when restoring panels and chassis, many prefer to do it by hand. Not that relavant to this thread, just an observation.
