All pads are harder than the disks, since the introduction of non asbestos pads the disk material has been a softer iron and the pads have almos universaly used Kevlar, Graphite and Iron dust as the fill materials, its just the ratio and grades of these three that makes for more or less frictive pads, I would expect a coefficient of friction around 0.2 to 0.4 depending on the pad and aplication.
