I believe the RAC we site will tie the number to the make and model, but I suspect the owner' details will be subject to the data protection act. Ask yourself how you would feel if someone who you 'fell out with' on the road could access your home address!
I think the basic answer is no.
The RAC website offers confirmation of make, model, colour and number of owners, but not the owners details.
The only legal route I think is via the DVLA, and they will require a good reason in writing, such as you are pursuing an accident claim. - and even that doesnt always work - the DVLA would expect the request to come from your insurers.
In Finland we can get all sorts of information just based on the reg. plate number by sending an SMS to a phonenumber (I think it costs about 3 euros for one search). You can also call a service number to find out.
With this service you not only get the owner and his/her address, but also the make/model/year of the vehicle (engine specs also), last time the MOT was done, insurance company, mileage, if the tax is paid and so on. Very useful if you are interested in an used car or if anybody drives like a nut... And this info comes directly from the national vehicle register, so it is secure information and up-to-date (updates every time the car has done MOT or owner changes or somehting). Strange that the UK doesn´t have the same system? Well, merry X-mas! =)
