r129 heating problem

This is a problem that has been present ever since I have owned the car, but never got round to doing anything about it.

The switch that controls where air is directed to the vents appears to do nothing. I am unable to direct air anywhere other than on the windscreen. Consequently driving during the winter results in very cold feet.

Is there a chance that there is going to be a quick and relatively cheap fix to this problem, or is going to be cost prohibitive and something I am going to have to live with.

It's a 1991 J plate 300-24v.
