To me it looks like 2 recalls - 1 for faults in control units and 1 for exhaust emissions

Unless (me being cynical) they're trying to get more exhaust emissions updates completed on cars and calling it "faulty configuration of control units" - advising that it could cause accidents definitely focused the drivers mind...
