So I was right until sent to the correct party address it is not deemed "served".
I suspect the correct recipient if served late will have a defence to run...

The registered keeper or driver I would have thought, certainly not a random member of the public like in this case....Definition of correct recipient?
Very very often the registered keeper whom gets the original nip fails to respond. They then end up with a fine based on £440 per week (£660) costs of £85 and a victim surcharge of £66. Total £811. And six points of course!
Not sure if its been mentioned before but the maximum you can be fined for speeding on a road that is not a motorway is £1,000. Motorway speeding offences the maximum is £2,000. So even if you were doing 150mph In a 30mph zone your fine will be no more than £1,000. You will be subject to additional punishment undoubtedly though. Most like a charge of dangerous driving which carries a custodial element
Those who disregard motorway limits that are down at 40/50 and continue through at 70 or more quite often lose their licence!

Still misses the point, here the police have sent it to a non party, neither the driver, owner or registered keeper, therefore the correct party could not have been served.You are looking for the difference between served and deemed served 6.26-6.29
There is some interpretation allowed on the evidence the punter with the big high gates and grumpy dog who will try to deny everything scenario.
I didn't get the papers is a very common excuse the judgment will be valid and enforceable if sent to a current address, a registered address or even the last address known to the claimant.
If you haven't had it you have to quickly get your application to set aside the judgment into the court.

registered keeper pre-dating the registered keeper at the time of alleged offence..

I think thats an error. In my experience its £2,000 and according to two HMCTS lawyers ive asked its £2,000.£2,500.
See my earlier post.The amount you’re fined depends on what the speed limit was and how much over it you were driving. It’s usually a percentage of your weekly income, up to a maximum of £1,000 (£2,500 if you were driving on a motorway).

Back in the 80's the M6 in Staffordshire was covered by about 6 different courts. Eccelshall Magistrates was the hanging court, go there & you fine would be double Stafford or Cannock Magistrates.
Naturally the Traffic patrols would follow you until you were on the Eccleshall section before stopping you. I am sure it happened all over the country then.
