Tonight on my way home I stop at the large traffic light system near my street, it's a 4 way so a long wait and I always go into park. After a minute or so notice the car in fron is slowly rolling back, sound my horn just as he gently bumps into my front bumper.
He gets out and looks at the contact and comes to my window, I think to appologise but no in poor English I think he says I hit him, I tell him no I am in park you hit me, no he replies I am in park.
I point to my dash cam and say "camera you look" he goes back to his car I think to talk to the passenger then returns says sorry and shakes my hand and returns to wait for the lights to change (next time as we have missed one change) and drives off.
Still not sure if he was trying crash for cash or just a bad driver but I will keep the dash cam footage.

I’d say trying for cash for crash. Get the details off of your camera and log it with the Police.

And is he going to pay for the damage to your front bumper or was this what the distraction was really about?

I doubt it was cash for crash - those incidents involve damage so they can claim for whiplash etc.
I suspect it was an honest mistake compounded by a language barrier.
No damage no foul, just keep the camera footage.

Despite the medias best efforts to convince us that everyone is a scammer the reality is most, but not all of us aren't.

It may well be the conversation including the handshake was captured on your dashcam which makes it rather difficult for him to manufacture a spurious claim.

Guy rolls back, gently hits you, claims he in park and you hit him.

Then he views your dashcam and remains silent with a handshake before going.

looked at the video now on the laptop, his brake lights are on off a few times during the long gap before the traffic lights change.
It is a strange place to wait if you do not know the road, on your left there are two lanes and I am in the right hand single lane. If both rows are on red the first to go green is the left hand two lanes, this often makes drivers in the right hand lane start to move then stop when they realise it is not for them, I think that is what happened here, he did a stop then start then stop again and forgot where he was with the controls, it was a BMW 1 series 10 plate I do not think an auto, I think his poor english caused him to say park instead of parked, probably in neutral manual box handbrake not on, very slight slope so did not roll straight away.
He did not take up my offer to view the dash cam, as has been said before if you want to crash you need some speed to do damage to have something to claim about. Just a poor driver in an unknown road.

He may have just been angling for a few quid cash to “not report you “ ? Sounds a bit sneaky to me , if you roll backwards into someone you know you are not on the brake or in gear .

To be fair we have some traffic lights here where they are 4 or 5 mins green then 2mins red. I was at the front having just missed green so time to tune radio or check phone etc. The road seems flat and my car was stopped but then 30s later heard beeping from behind and i was very slowly rolling back. There was no sensation at all it was so slow and had i knocked the car behind id have thought he would have hit me. So it could just be an honest mistake...

I fitted front and rear next base dash cam , it’s good job as even when
your parked up a bump or even touching the car triggers both camera to com on and start recording so even you get touched in a car park chances are you will have footage of the reg of the car that find it.

I do, not always, but quite often as Im conscious of the glare of brake lights in your face for extended periods being annoying, for the people behind.

I would say the vast majority of car owners at junctions have forgotten what the parking/hand brake is for and all just sit with their foot on the brake nowadays. Surely they cant all be in autos ?
I have brake hold and absolutely love it. Was surprised that if you open the door whilst in drive with brake hold on a red glow and feeble bing bong is all that kicks off in the car .

My brake hold doesn't work for some reason. It did when I first got the car.
