Throttle body

Hi all, I hope someone is able to advise.
Just had my throttle body replaced at local indy cowboys.
There aren't any eml lights on but when I drove it away and got on the motorway, I realised that it won't rev over 3k.other than that, it drives fine. They were closing so couldn't take it back. Will this be, because the new TB wasn't programmed by a STAR programmer?
Or is there another issue?

Sorry, its a vito 60reg facelift 113 manual.

Could be anything really, could have a connection missed out. I'm 90% sure they don't need adaption, but it may have a dpf related issue if it was driven for a while in limp mode
