I still feel that we should have toll roads and no "road tax"

Should be on fuel. The more you use the highways the more you pay, simples

If the true reasoning for road tax banding is an emmissions penalty then adding to fuel seems fairest.

Doesn't work on emissions then, just on mpg. Two cars can use the same amount of fuel for the same distance, but one only produce a fraction of the emissions of the other. You could only do it if it had a multiplier based on emissions as well.
