W123 1985 eco meter prob

my eco meter on the dash does not go all the way down. i can coast in gear and it stays in the middle. if i put my foot down even slightly it is in the red.

These things are run by a vacuum pipe from the inlet manifold and your pipe will be leaking somewhere
