Washer Bottle? W210 -2001-e320 cdi

I have noticed that there are two washer bottles in the engine bay, a large one and directly in front of it is a smaller one (i.e. behind the n/s front lights).

The question is what the smaller one is used for? The large one empties, bleeps, and I fill it up, but the smaller one never seems to move.

The smaller one if it is joined to the larger bottle is for the headlamp washers.

And the headlamp washers only work when the lights are turned on

On all the w210's ive had the headlamp washers work even if the lights are off because i often use them at work to spray people with mouldy smelly water
