Just checked my Nov 2011 c207 350cdi, it's not exempt (euro 5) , to be honest not to bothered, as i won't often, if ever venture into "big cities ".

I don't understand how a 2013 car is not exempt but my 2004 SL is.

All down to the NOx and particulates.
Petrol is naturally cleaner than diesel. It's just the CO2 petrol loses out on.
