Whining and possible grinding steering wheel noise

When the steering wheel is turned either way I get a whining noise. There is no vibration in the steering wheel or wheels just the whining noise everytime you turn the steering wheel even if you sit in the vehicle stationary you get the same whining noise which either way you turn the steering wheel. Could anyone advise what this may be? The car was recently purchased a month ago and came with a full service but the noise has just started this week.

Check the power steering fluid level. That sounds very like air in the system.
