The laquer has given up and the tarnishing you see is the polished alloy starting to corrode. The only way to eradicate this once and for all for for a wheel specialist to strip the wheels of laquer/paint and repaint/laquer.

I had this done a couple of year ago on some 17" mondeo wheels and it worked out abot £40.00 + Vat per wheel - you may pay more depending on the size/detail on the wheel qnd if your guy has any local competition !!

And once they're done, keep them clean and try not to kerb them!!

Yes as Carabind says only thing to do is to have them re done, the only firm that I can recommend is Pristine wheels.
