coolant dilution

i have green coolant currently.
phoned Merc to get cost for OEM coolant.
they say to buy 3x 1.5L (£10 each) concentrate and then top up rest with water.
does this dilution sound right? i probably should not be questioning them in something so basic.

at 50% assuming 4.5 litres of coolant and 4.5 litres of water = total coolant capacity of 9 litres.

What does the handbook say the coolant capacity is.
