Fuel Refuel Flap stuck shut.

Hi my 2011 E200 has the fuel refuelling flap stuck. It is normally a push open/shut flap that locks with the central locking, but I cannot open it. I have tried the emergency open tab in the boot, but even though I can see it moving the flap slightly, it will not open. I have tried locking, unlocking the car a few times, but nothing seems to help. Any ideas of how to get this open or what has caused this?. See photos.

As above , maybe some warm air on it first .
Maybe get someone else to try and gently push and pull it as you pull the lever .

Yes I will try those, but this happened before about 6 months ago and I had to travel home 70 miles with minimal fuel and the next day it opened. May be a problem with the central locking. Can you get to it from within the rear side panel?

If I find I cannot get it to open. Does anyone know how to take the lock off, as I think that it may be the electrics in the lock is is not working.

Well I sprayed it with WD40 well completely soaked it, but still won't open. Tried to get at the motor from the back but it is in such an awkward place. Emergency actuator doesn't even move. See photos. Down to 1/4 tank of fuel, so may have to break the lock tomorrow if it doesn't open.
