Mercedes ML270 heating problem

First post on this forum, have posted this elsewhere but not got to bottom of this yet.
Started about two months ago, windscreen heater flap suddenly packed up, no air to screen. it was diagnosed as a faulty actuator, i changed the actuator for a new one (£140) but this just resulted in a flap that opened and closed all the time, so had all reset on STAR, and all worked perfectly, for a week, then back to no air to screen. Due to a massive bit of luck, just having to stop one morning for milk!, it transpired that on a second start, everything worked correctly. After a lot of research and reading, i started to suspect battery, as best voltage i could get after an overnight stand was 12.3 volts, some days lower, under 12 volts. I fitted a new battery, Yuasa, and after a few days running it now stands at about 12.9 to 13.00 volts after an overnight rest, i also performed a amp test, its pulling about 0.04 amps when stood overnight, so no drain from something not switching off.
However, it still only activates the windscreen flap on second start. It all works perfectly, but only after stopping, turning off, and re starting. Its as if the heater flaps do not do their test thing correctly on first start of the day.
I am well and truly stumped.

As it seems every one else is !!!!!!
Maybe i will have to talk to a Mercedes diagnostic tech
