Timing Chain Tensioner Whine on '89 103 engine, W124, 300TE

I just replaced the head gasket, timing chain, and water pump on our beloved 300TE. It starts up nicely but there is an unsettling whining noise coming from the front cover (distributor) :oops: . I reset the timing chain tensioner as per the CD manual. The new timing chain seemed tighter than the old one, but I counted the number of links and they're both the same (96). I removed the tensioner spring and the noise mostly went away but was still there faintly. Is it possible for the plastic tensioner rail to get bound-up or stuck? it just seems like there is virtually zero slack in the chain even when the tensioner chain is removed.

Correction: The noise is actually coming the bottom of the timing chain cover, as if there is something rubbing in there.
