Different coloured lights?
I wonder if these bulbs actually emit normal "white" halogen light but have tinted caps (but clear envelopes) which "colour" the headlamp assembly when looking at the car rather than colouring the light from the drivers seat?

Yes it does say legal for road use, also in the centre of the circle it says "LEGAL CARD INSIDE"
Presumably to show to the MOT tester?

If the wattage of the bulb is the same, in theory (give or take a bit due to bulb variation within the same make), the output intensity is the same.
Sure, manufacturers have sussed that by using different materials for the filament, different gas, different filament position and different shape glass envelope, they can improve on an idea but a halogen bulb is pretty much a halogen bulb every time.
The lumen or lux output can be altered by colouring the glass but it will always be lower than white light.
Or in plain English, coloured bulbs = dimmer bulbs.
Oh and yes, it's something else that someone had a brainwave over to encourage people to spend money!
Certainly the blue ones tend to give better light at night as they filter out the orangey tones of halogen lamps.
While wattage is the normal one mentioned with regards to legality the ECE regulations mentioned cover a hell of a lot more. Luminous flux/lumens for example which have min / max values and can vary a lot for a given wattage which is what gives the wiggle room for tinted bulbs... run 'em hotter so that after filtering out some of the light they still meet the regs. Bonus is they typically don't last as long so you sell more bulbs. The cynic in me thinks that their marketing department reckons that a significant chunk of those 'not chosen' will choose to buy them so they don't feel left out...It will be interesting to see just how many members on here and the other side get bulbs sent out. If this was posted on all the other forums that ECP have latched on to have had as many replies and PM's, then that will be more bulbs than they have in stock !!

This rough and ready but shows why blue tinted lamps are useless, the eye is more sensitive to green and yellow light than blue......but green headlamps suck!
That chart is a bit misleading because no headlight emits only a narrow colour range.
All headlights give off pretty much the complete visible spectrum (white light), although different headlight technologies or filters can shift the 'colour temperature' away from daylight white.
Any filter will reduce light output on part of the spectrum to give a hue to the light, the total output being reduced by anything from minimal to a significant amount.
The lights on this thread have a coloured tip and base, most of the light hitting the reflector is not filtered by the coloured section so it's not going to make enough difference to be an issue.
