Adblue - Independent Can't Deal

Just got the Adblue 'Check Manual engine won't start in 500 miles' message on my E220d W213, took the car to a local independent who did a diagnostic unfortunately they don't have the software to carryout the repair as Merc don't allow them to have it unlike the parts which they have to supply under EU law. Very disappointing and surprising news. Is there anything else the Independent's can't do? Always had a full and good service from the Independent of my two previous E-Class.

He's maybe back heeling it as it's a job that can't easily be priced up ,due to the many possibilities of the part/parts that's failed.

Main dealers do seem to have the monopoly on software and parts but even they don't always prove to be the all seeing all knowing oracle ,when it comes down to ad blue issues.
