not quite sure what you are up to here, but sounds like you have confused the headlight height adjuster for the dash lighting dimmer control. the dash light dimmer is the left hand side knob sticking out of the actual instrument binnacle. the other one adjusts the time.
if you just want to replace the bulb that lights up the headlight switch surround, undo the 22mm hex nut and slide the trim to the right, it will come away from the dash with the height adjuster still attatched.
