It could be the pickup ring , where the sensor is reading from , 2 it could be wiring or 3 it could be the ABS ecu ( unlikely ) BR

I miss this detail. Indeed it cannot be the starter. It could be something related to the ecu or maybe cranckshaft sensor. But a diagnostic would tell. Ignition switch dont fail while driving..n
