The air intake control piston tends to get stuck in the wide open position when the ambient temp and engine temp in high. I have no problem in the winter or on cool mornings in the summer. I have cleaned the piston and lightly sanded down any scratches on the piston before and this seemed to help a little. Also I was wondering if fuel/air mixture can be set on this carb or is preset at the factory

First NEVER sand down the piston. If you havn't acess to a CO annalyser then you are wasting your time trying to set the mixtrure. If it sticks. You may need a replacement damper.
I am sure I need a new dampner, but they are unavailable here. The piston has huge scratches on it. What is the correct amount of ATF to service the dampner? Mine leaks enough to go completely dry about every 2 weeks.
