14.5V when car is running, ABS, BAS, no brake lights

I have a 98 e320 wagon. The brake light assembly had 2 pins shorted breifly during a repair of a melted tail light housing. I have isolated the connector for the stop lights from the brake lamp switch and activated it manually, with no voltage at any of the brake lights, and a lamp defective warning comes up immediately.

When the ABS/BAS part of the brake switch is activated, BAS, ESP, and antilock system warnings come up. I checked the voltage at the battery, 12.5V with the car off, 14.5V with it running. If the voltage regulator was damaged, would the problems be isolated to the braking control system?
