A turbo doesn't activate as such, it runs all the time but isn't always creating boost due to engine load. It could be that the wastegate actuator has come loose so teh flap operates randomly. Check the wastegate link is intact, also check that the impellar isn't siezed. After that it's either down to fuelling or boost is being blown out through a split hose.
