You will have to remove the rear wheel and take off the disc/drum. this will mean taking off the brake calliper first.

Then see if the parking shoes need replacement or just lubricating the moving parts.

There is a DIY guide in the forum on doing this

Parking brake.

Interesting one that. I just got an NCT/MOT and all was well but I noticed the passender side parking brake was much weaker than the offside. One to watch out for.

Hi Bobby

Try adjusting up the brake using the adjuster accessed through a one of the holes for the wheel bolts. Looking at the hub the adjuster is between 10 & 11 o'clock it is adjusted using a screwdriver to turn a serrated wheel notch by notch until the wheel is tight to turn then just back it off slightly until the wheel is free again. I woudn't remove hub or calliper.

shine a light through a wheel bolt hole and rotate the hub till you see the adjuster

Give the adjustment route a try BUT:-

If you do not know the condition of the brakes innards it is essential that the drum is removed for inspection.

There may be some issues with the cables which actuate the brake or the brakes them selves,

It is likely that the lack of sholding/topping power is due to stiffness or degredation in one of 4 places,

The equaliser arm above the propshaft where the single cable splits into two might be rusted and sized, if so clean it up and grease it.
Or one of the two cables from equaliser to backplates has got wet and grungy inside due to its platic covering being damaged and thus lacking lubrication, if so replace it.
Or the brake expander inside the drum at the end of the cable has sized up, if so remove it and clean it up or replace it.
Or the drum and linings, severe rusting of the drums working surface can occur and then they must be replaced (as pairs), you should not replace only one sides brake parts or the system ballance could be destroyed.

For me I see little point in having any part of a braking system in a dubious condition, wondering if the thing will stop if required to do so would disturb me and spoil the pleasure of driving.
