This noise sounds like a corroded battery terminal,, take them off and scrape the connection so that they are bright..

Do check the earth strap on the battery where it joins the chassis

The sizzling noise could also be a faulty battery with an internal connection problem

Check the earth onto the engine block, back of the starter, also the wiring harness to the starter, where it's clipped to the block, this rubs through and shorts.

Another thing could it be that the starter is jammed in the flywheel,, if a manual box just put it in reverse and rock the van until it pops out

If the engine turns when you rock it then the starter is free.

I am only assuming that the starter is jammed,as you said about the sizzling from the battery.

Rocking the car in gear and looking at the engine you will see when /if the engine free's up and turns.

If the engine is free, when you turn the key you should hear the click as the starter solenoid engages, no click then the starter can be faulty

Is this van 24 volt? does it have 2 batteries 12 volt each?

If so have you connected them up wrong?

This could well be that the starter motor has packed up, can you turn the engine over now

You do need to be sure that the engine can turn over,, use a large spanner on the crank shaft damper

If you mean the battery wires,, then the orange should be the + and the black the - the - lead negative goes to the chassis (ground)
