300 TD 124 overheating

Normal driving temperature indicates just below 90. If going slowly in traffic, ie starting and stopping temperature quickly (10 - 15 mins) rises to touch the red. Once out of congestion and travelling at over 35mph temperature gradually returns to normal. Also if driving at over 80mph (legal in France) indication does not go up so high but engine stops when vehicle stops eg at Toll on motorway. It starts OK but cuts out when gear lever is moved to engage "Drive" (automatic). current solution. Stop, switch off and wait a while if in congestion. Slow down to 75mph on motorway, temp drops quickly below 90 and engine runs at tick over OK. Local garage has checked fan, radiator, water and run out of ideas. Anyone out there with similar experience and more convenient solution, please? Mike l'anglais
