450 SEL Fuel Distributor

I have a 1978 450 SEL that lacked power as I drove it home, but it was running, after parking it I could not restart it. I troubleshooting it I found a defective fuel pump. Once replaced I went to check the output from the fuel distributor at the return line, to see if both volume and pressure was there, I found neither. Pressure into the distributor is great, as is volume. Pressure seems to be getting to the cold start valve also. It will remain pressurized overnite so that side of the system is good. My question is is there a check valve frozen that I can do something about in the fuel distributor or what could the lack of output from the fuel return line be? Thanks
