'96 C200 Estate Rich Idle

It's the one with the MAP type management system. For various reasons I have come to suspect the fuel pressure regulator. So I disconnected it and with the engine at idle, applied vacuum to the regulator with a hand vacuum pump, expecting the revs. to change as vacuum went on and off but nothing happened. Is my test method sound? or is the regulator faulty?
