'97 Mercedes C180- Not starting-"Deadlock"

My remote car fob does not open the central locking system. I had to remove the window's rubber seal on the driver's side door to unlock the car. I managed to get into the car and put the key into the ignition and the ignition was not recognising the key and the car was not starting. The key was not turning in the ignition at all and the automatic gearbox was locked in Park mode, the steering wheel was also locked. I changed the battery for the reomte control key fob and that didn't solve the problems. I changed the battery for the car and that didn't work either. I towed the car to Mercedes garage and they were saying that the car needs a key, ignition and a "green key?" and they said that all this would cost about £750. I had another diagnostic check done by a guy who says that he specialises in mercedes and he said that the key needs re-programming.
