A170D Mixing Chamber

Could anyone kindly explain to me the purpose of the mixing chamber that is situated on the right of the rocker cover on an 2000 A170D. It has a vacuum pipe going to it with a rubber sleeve joiner.

On our car, the idle is very rough, and the car stalls a lot, but if you disconnect the vacuum pipe all is well. I have put a piece of pipe on
it and and sucked, but it appears blocked. Should I be able to draw air
thru it, and can it be cleaned out??

The guys at my local MB dealership are not very forthcoming, only to say that
a new one is £85 + VAT and fitting.
