A180 (W169) Full-beam won't turn on

Hi all.
Has anyone come across this problem? Any help would be great!

A friend of mine has a 2008 A180 CDI W169 that has just failed it MOT because the full-beam light will not switch on.

I started the process of diagnosing the fault after the chap at the garage doing the MOT said he couldn't sort it.

I started with the bulbs, but they're both good, replaced them anyway, but no change. Checked the fuses, but the only one I can find is #29 - that's the 30A fuse for the SAM unit - all good.
Received some advice from another mechanic that said changing the multi-function control (indicator stalk) might solve it, even though the little blue light does comes on the display. I swapped it for a 2nd-hand control, but nothing changed. Little blue light shows when I turn on the full-beam, but no full-beam comes on.

So I checked the wires from the bulbs to the SAM, but they're all good. However, I checked the SAM to see if it was supplying 12V to the full-beam and it wasn't when I turned them on. So I swapped the SAM with a 2nd-hand unit, but nothing changed. Still won't work.

Starting to sound like a wiring fault, but I can't find wiring diagrams that help, or even if there's something between the Stalk and the SAM that could be at fault.
Any ideas?
