I had a 97 C200 Elegance and that did not have any steering wheel adjustment.

There is no up/down adjustment on a 98 C class. If you have adjustable steering column, there will be a locking button directly below your headlight height adjuster & to the left of the parkbrake release. This will allow the column in/out movement.
