do you know what the IC does that you are looking for,or what is problem with car.

There is low voltage, and car can´t start. I must fiind where is mystake, and it´s wery hard beacause I have no electrical scheme.

The problem could be the over voltage relay It is near the battery, normally a fuse on top. this one gives the most problems
