Sounds like something on the wiper linkage is siezing up and when you get the extra voltage from your alternator they work then when you stop the voltage will drop slightly causing the wipers to stop also.

Answering my own question here it's a double wiper setup, it could be one of the two wheelboxes siezing or part of the linkage betwixt the two. Looks like a fair bit of work to get to

I had a c220 cdi SC, and I believe that is correct operation for the wipers, it's so it doesn't operate on a dry window, especially when you are travelling in a queue.
