c240 heater/ac fault

Can anyone help? I have no control over my climate control panel,the blower turns on and off.When I switch the ignition off the blower comes on,I have no control of temperature.The garage i use have tried new climate control panel they have checked the fan and something else but to no avail.has anyone had the same problems.

The heater temp is controlled by the Duo valve, we have a DIY here

How does the heater behave with the A/C off? The only reason I know for the heater coming on when the ignition is off is pressing the Rest button, but if you've had the panel changed it would rule that out.
