It looks like a telescope, used for watching shipping, and its covered in wind driven ice. It also appears to be mounted on a wall.

The picture was taken end of May 2005 on Mont Ventoux in Provence SW France. At ~6,000', below 5,500' bright sunny day and ~25'C, Above 5,500' it was below freezing and the wind chill made it even colder. Just got off the bike long enough to take a few pictures, then over the top to the cafe on the other side to warm up.
