Is it possible to repair a Catalytic Converter ie Cut it open and remove the loose rattling parts or tie them down or any tricks to get rid of the rattling inside the cat.

Yes you can cut it open and remove the ceramic bits of the cat, you cant fix it down, it just crubles. some cars do not run well without it, and it will fail the MOT, unless you have a friendly tester.
Some replacement cats use a wire mesh, I have it in mine. How much you put in I do not know.

In theory yes,if you could find someone to supply you with a new honeycombe.
The honeycombe is a block that is surrounded and supported by some fibreglass padding.Very simple construction. The holes run horizontally of course. There is normally a protective wire mesh each end.I would imagine there are only a few companies making these and the wholesale price can't be much more than £40 if complete aftermarket cats can be had for £110.
Trading standards should investigate £800 MB UK prices in my view,MB buy them in from the likes of Eberspacher for a fraction of that.

as a quick fix you can normally take off the pipe behind the cat and bash it with a big bar to break it up, start the car rev it, bash it rev it until its all gone. Did this on one the other day but it sounds crap without it - all tinny.
