The youth in a money raising exercise wants to sell his car number plate to help with his car change, it is not major money, it's very much at the lower end.

Question is where and how ?

I have never sold one.

I have never sold one.
You can advertise and sell it anywhere (local facebook selling pages, Gumtree etc) as long as it has been put on retention. However you may do better on places like Piston Heads or offer it to Reg transfers (all on Google)...

Think there is a £25 transfer fee to change the owners details as well

As has been said it needs to be on retention first.

What is the number plate?

If he bought it because he liked it and it's not major money then hardly worth the fees/hassle of the change/sale. I'd keep it.

If he bought it because he liked it and it's not major money then hardly worth the fees/hassle of the change/sale. I'd keep it.
It came with the car he has no desire to keep just raising money as a student for his car change (it won't be much but it all helps)

If it came with the car then the previous owner was not bothered about it enough to take it off, so is there a strong reason to suspect it might be worth enough money to make the whole process worthwhile?

I'm pretty sure that Mercedes UK already own that one, and "I want to tell you a stoooreee".

It belonged to Max Bygraves for very many years, and most of that time it graced a Bentley of some description. Max used to live quite near me, and I often used to see him driving around, but my only contact was a stately wave a couple of times when I let him out of a side road. He often told the story of how MB kept trying to buy it from him, the offered amount steadily increasing. Max didn't like Germans though, WW2 memories possibly, so that was the reason he always refused, but I think that the Company managed to buy the registration from Max's executors.
