Isn't pavement-edge parking legal if there's a local by-law permitting it and conversely illegal if the local by-laws ban it?
I recall a few places where authorising signs show a picture of a car with the wheels on the pavement - but only taking about 1 x foot or so. I think the council comments quoted by anglaslt is the usual load of "I'm too busy jobsworth" because they are the ones who issue the by-laws and they could allow or ban pavement parking anywhere if they got off their posteriors!
We've had a new build nearby, set back from the main road and like all new housing they are crammed in quite tight so it will be interesting to see what happens and how soon - it will be visible to all passing by one the main road. But the residents deserve some sympathy because there's an obvious problem even before more than a few have been sold i.e.: the lack of adequate parking space allocated to each house. Most couples nowadays have two cars; if they have kids, as soon as they reach 17-ish there's a third car to be parked and so it goes on.
