do you have to remove inlet manifold in order to change the seals in the injector pump on a W124 300D? Seems that you have to or is there a short cut?

The manifold is too restrictive to do the job with it on, You may just be able to do it with the thing in place if there is a large enough selection of awkward space spanners available.
BUT
The fuel system is very sensitive to dirt and you will not be able to stay clean with the manifold in place, even the slightest particle of muck in the high pressure injector plumbing may spell trouble.
Clean it before you start and then clean very carefully around each pipe fitting you disconect, cap all the ports you open asap, use proper caps masking tape and the like is not good enough.
Keep your hands (gloves) very clean, if they get mucky clean them before the muck can get near your fuel system components. Just one grit particle will damage an injector.
A small child with spanner as a first or second language may be a usefull assistant for the difficult to access areas of the engine.
