I have a dilemma : can I fit 245 45 17 instead of 245 40 17 ? I was told the ride will be smoother and much safer. Is that correct ?

On what? Front or rear ? What are the other tyres on it?

So rather than just yes or no suggest you furnish more info and someone can give advice...

The difference between 45 and 40 section would be undetectable WRT ride quality.

CS5 to CS3 is subjective at best...
