Cruise Control malfunction

I recently had my vacuum lock system restored on my 76 SL. I was told that the cruise control was tied into this system. Is this true? The control works SLIGHTLY at higher speeds and not at all at lower speeds. When it does work, it decays very quickly and will not hold the speed.:(
