Diesel OM642 E320 2007 Bluetec. Intermittent bost "no boost 99% of the time"

I am fighting a boost problem. I have changed the actuator "but resoldered the wires first" and still no boost. I have already changed the turbo actuator with a new one.

Using Xentry I get charge pressure positioner always at 5 when it should read 85 or higher.
Xentry Y77 test does actuate fully and shows an increase in boost pressure when testing. Turbo moves freely.

After running the Xentry tests for this it tells me to check the wires between Y77 and N3.

Has anyone seen this?

I am pretty sure I am in limp mode. The computer is a disabling boost at idle.
does anyone have a sensor check list?
