door mirror problem

my right side door mirror on my sll55 is partially demisting. the half closest to the door works fine, but the out half stay misted on cold mornings..
does this mean i need a new mirror/electric element backing?( i can always use a tissue!!)
if so how do i remove the mirror?
approx cost of item?
