Driver's mirror not working

My driver's side mirror is not working properly. The mirror should swivel and tilt, but doesn't. Does this seem a cheap repair, or a high cost repair to MB dealership? Passenger side mirror works perfect, which leads me to think it is not the central joy-stick, or the small "which mirror" selector buttons. If I need a new mirror, how much is it likely to be?
