Did you check the fuse - they do corrode - turn it in it's holder.

Is there a noise as if it is trying to work ???????

In main fusebox in engine compartment.

It may have been disabled as the driver did not like it.

Did you differentiate between the two seatbelt fuses OK ?

If not the fuse there is a sensor in the seat base that should prevent the belt extending if no person in seat.

Perhaps that is faulty/disconnected.

Perhaps it is sticking - try and hit the seat base or try and jump up and down in the seat with door open and ignition on.
