E300 td cooling fans?

(1999 car) does anyone know how the offside of the 2 fans infront of the rad works? Should it be driven by belt of the nearside fan.

Yes it should be.
This is quite obvious if the belt is there.

Cheers it's not obvious because the belts not there.
I will have another look.

I can see where the belt must go but how do I get to it?
What needs to come of?
Can I get to it without removing the bumper and rad.
