E320 Seatbelts

I have recently purchased a 1996 E320 Avantgarde - its gorgeous. The problem is with the rear seat belts, the lap strap seatbelt in the middle does not have anything to plug into, is this the way the car was designed or is there a seatbelt connection missing?

My C Class was the same. I didn't notice until I took it for its first MOT and the tester failed the car for this reason. It had the Part for the belt to plug into, but nothing on the end of the strap! I bought one for the MOT from a breakers.

dont mean to sound patronising, but have you checked its not stuck under the seat?

yes, i have checked, it's not under the seats.
